Regulations for pilots published

Health Minister, Earl Howe, has tabled new regulations in the House of Commons, to allow variations to contracts, which can be made from 1st June. The changes will allow ‘Capitation and Quality Scheme Agreements’ to be made and remove any obligation to carry out a set number of Units of Dental Activity.


The regulations allow primary care trusts (PCTs) and dentists to agree the necessary changes to contracts on a temporary basis. They can exist for an agreed time but must end no later than 31st March 2013, at which time contracts will revert to their present state. The contract must include terms that have the effect of temporarily releasing the dentist and PCT from all of the obligations, conditions, payments, rights and liabilities relating to units of dental activity.

The Department will publish a timetable which will include a model contract variation. They will ensure that PCTs and pilot practices have sufficient time to familiarise themselves with it before signing it.
