NHS England relents over two month rule

NHS England has agreed that the two month rule will be not applicable across all contracts for financial year 2016/2017 only. Following pressure from the BDA they have recognised that this is necessary because of ‘delays in attaching existing dental performers to dental contracts.’ The performance of Capita has also been raised in the House of Commons.

In a letter from Dr David Geddes, Head of Primary Care, at NHS England, he says they are aware that ‘as a consequence of delays in the management of the performer list’, dentists have experienced delays in attaching existing dental performers to dental contracts. These delays have resulted in performers being unable to transmit their claims in a timely manner. As a result claims were being discounted because they were being made outside the 62 day rule (two month) transmission window. Dr Geddes goes on to say that because contractors will be unable to monitor the impact of any late claim on their performance against contract, they have decided to turn off the 62 day rule across all contracts for the financial year 2016/2017 only.

Minister questioned on Capita

In answer to a question from Richard Fuller Conservative MP for Bedford on how the Department of Health ‘is measuring the performance of Capita in providing a more efficient administration of the National Dental Performers List’, the Minister David Mowat MP said that Capita have provided NHS England with plans ‘to recover the most important services, including the Medical, Dental and Optometry Performers Lists’.

He went on to say that NHS England ‘is meeting with Capita on a weekly basis to oversee the delivery of these plans and to ensure the right improvements are in place to address the backlogs and delays.’ He added that another minister, Nicola Blackwood MP, ‘will continue to work directly with Capita and NHS England to ensure that services are restored to an acceptable and sustainable standard.’
